Allow subscribing a built-in alert destination which utilizes the Notification Web API.

Trigger alert when query execution fails
Allow selecting option to get an alert when query result fetching failed.
How is this different from Redash’s failed execution email report?
- Not constrained to email.
- Not admin only.
- Better notification frequency control.
