On a dashboard if I add multiple queries, the date parameter on dashboard always default to the default value of the first query. Is this a bug? When I edit the dashboard and update the date preset at dashboard level and save it, it is not persisting the value

It’s not a bug. This is expected behavior. We plan to track parameter defaults at the dashboard-level in a future release after V9. But for now it’s determined by the first widget added to the dashboard.
