Should we change the language around user creation to user invite?

Currently the language when creating a new user object is of creation, but the flow is actually one of invite. Should we update the language in this dialog?

Suggestion:
Title: “Invite a New User”
Action Button: “Invite”

Yes I think so

I recall a request to allow adding users with no invite, in which “Create a new user” would be more adequate.
